In the morning of August 26th, the Smart Craftsmen Election and Excellent Pioneers Election under the 2020 Shanghai Smart City Program (abbreviated to ‘Smart Craftsmen Election’) held its first Organizing Committee Meeting with following attendees: Mr. Lu Xiaochun, the CPC Secretary of SHEITC, Mr. Zhou Qi, the Vice Director of Shanghai Federation of Trade Union, representatives of sponsors, as well as functional leaders. Mr. Zhang Jiangfeng, the SDS General Manager, as a member of Shanghai IT Entrepreneur Association, took part in the first meeting.

Mr. Lu said that, this year, the Smart Craftsmen Election would grow into a talent pool of Shanghai Craftsmen. To achieve that goal, the event was going to add more election and appraisal paths outside the original contest sections. Specifically, it would combine the old Labor Contests, a tradition of the Trade Union, with the Shanghai Craftsmen event to let more workers who are proficiency in a particular line and/or have made one or more outstanding accomplishments that shine with craftsmanship or intelligence to have the opportunity to stand in the spotlight and become one of the Smart Craftsmen and/or Shanghai Excellent Pioneers. In addition, the Craftsmen and Pioneer who meets selection criteria will be recommended to the final election stage of Shanghai Craftsmen.

Mr. Zhou pointed out that, facing the attack of COVID-19 and the great challenges it had brought about against our social, economic and enterprise development, China needed Smart City Pioneers and Craftsmen to bring their intelligence to full play and create more new technologies to power our economic and social development. With the establishment of such a contest and election platform, Chinese workers now have a Fast Track to improve their occupational and professional skills. Hopefully, this event would motivate industrial workers to grow into skillful talents and support our country with their skills and intelligence.

Smart Craftsmen Appraisal and Election Activities

This year is the fifth year of the Smart Craftsmen Election. After five years of development, the event has become one of the brand events under the Shanghai Smart City program and, also, one of the SHEITC’s key tasks of the year.

This year, however, is a very special year. With COVID-19 prevention has become a normal of the society, the organizers particularly expanded the scope of the event to include people working in digital New Infrastructure and online New Economy sectors, with a view to discover, from a wider perspective of Smart City development, a large group of Shanghai Craftsmen and Pioneers who have special skills and/or outstanding accomplishments and who can best represent the innovative spirit of the ‘Internet +’ initiative, the special quality of Intelligence, the Craftsmanship, and the courage of Pioneers.

While introducing the election and appraisal methods, Mr. Dai Jianbiao, the President of Shanghai IT Entrepreneur Association (SIEA), said that, this year’s Smart Craftsmen Election would undergo some important changes. Unlike the past years when the whole event was made up of labor contests only, this year, some new election paths would be opened for individuals who had made outstanding accomplishments in technical and technological fields in connection with Shanghai Smart City program.

In addition, from this year on, three joint sponsors, i.e. Shanghai Federation of Trade Union, the CPC Committee of Shanghai Economy and Information Department, and the SHEITC, would be responsible for holding the whole Smart Craftsmen and Excellent Pioneer activity. They have already worked out a mechanism for the activity over the next three years (2020-2022), to improve its planning and sustainability, and, eventually, make it a talent pool of Shanghai Craftsmen.

Gather Human Resources for Industries via the Election and Set up Growth Pole for New Era

The competition in the development of new high-tech innovation and new industries started long ago at the beginning of this century. And now, the Sino-US trade friction that’s getting increasingly fierce in recent years has told everyone very clearly that what lies behind such friction is not just the competition between two different industrial systems, industrial chains and industrial competitors of two countries, but also the competition of high-tech development and innovation, and, even more importantly, the competition of high-level talents of two countries. Competition of such magnitude has never been seen before in human history. So to speak, it is a completely new global competition. Like an arrow fitted to the string, a new round of competition in global industry has already reached the point of no return.

Behind the development and competition of new industries, there is first of all the competition of new industrial technologies and innovations, the competition of efficiency of new technologies and new innovations, and the competition of institution and/or mechanism enabling the development of new technologies and innovations.

As a representative of enterprises participating in the Shanghai Digital New Infrastructure initiative, Mr. Zhang Jianfeng, the SDS GM, was honorably elected into the Organizing Committee and shall take part in the promotion of this grand gathering of innovation and exchange.

Mr. Zhang said, “SDS shall not only actively support the Shanghai Craftsmen and Excellent Pioneers elections of the 2020 Shanghai Smart City initiative, but actively take part in the election and appraisal. Driven by the development of New Infrastructure, the SDS is committed to developing self-owned core technologies and exploring the possibilities of Cloud-Network Integration services. Now, we are able to offer two Private Cloud platforms developed on the basis of self-owned patents.”

It is believed that the Craftsmen and Pioneer election would remarkably motivate enterprises and people of real craftsmanship to take part in the contest and show the world their outstanding skills and imaginative innovations, and, like a locomotive, give a powerful pull to the integration, innovation and development of new economies. On the other hand, it could consolidate the development human resources for industrial development and help creating the new growth pole that catches the world’s attention.

This year’s contests will be designed around the key elements of the new economy, i.e. integrated circuit, AI, biomedical, digital New Infrastructure and online New Economies, in the hope of discovering a large group of model workers and model projects and subsequently advance the industrial development and digital transformation in Shanghai.

Registration:

From today on, the Smart Craftsmen and Excellent Pioneer Election is officially open for application. The registration methods available include: individual registration, corporate recommendation and government institution recommendation. Participants may go to Trade Union branches at all levels, SHEITC, Shanghai Science and Technology Committee (STCSM), responsible industrial associations or similar organizations, high-tech parks/industrial parks and complete the registration formalities (by professional or skill fields and organizational levels), or simply log on the Official Website (key word: Shanghai Enterprise Service Cloud) and fill in the registration forms.

       
According to the schedule given by the Organizing Committee, the candidate registration and preliminary review will be completed before the last ten-day of September. In October, all contest and appraisal will start the first round of contest or second round of appraisal. The finals will be held in November and the award ceremony will be held in the first ten-day of December.
